INVESTMENT, FINANCE AND SMALL BUSINESS

Investment
2009 saw RUR 108.4 bln. as a capital investment from all sources of funding, or 23.5% more than in 2008 (in comparable prices).

During 2009 the investment in fixed assets of large and medium-sized organizations in the Republic of Komi was RUR 99.7 bln. or 37.8% (in comparable prices) higher than in 2008. The capital investments of large and medium businesses in 2009 were carried out preferentially through borrowed funds (69%) in contrast to 2008 when the largest share in the structure of investment in fixed assets held equity (51%). The share of budget funds included in the composition of the attracted sources in 2009 accounted for 4% of the total investment.
In the composition of investment in the capital stock in economic activities of large and medium-sized companies in 2009, the largest share in total (65%) was investment into buildings and structures ( excluding housing), составили инвестиции в здания (кроме жилых) и сооружения, the share of investment for the acquisition of machinery, equipment and vehicles was 24%, housing – 1%, other – 10%.

In the structure of capital investment by economic activities, the greatest share of investment in fixed assets of large and medium-sized businesses in 2009 accounted for transport and communications (51%), mineral extraction (of 20%) and manufacturing (14%) .

The Republic of Komi implemented and planned to implement the following major investment projects:
Construction of gas pipeline Bovanenkovo-Ukhta (a part of Yamal – Europe Mega Project) (OAO Gazprom);
Construction of the railway "Arkhangelsk - Syktyvkar - Perm (Solikamsk)" (Belkomur Project) (JSC MK Belkomur);

"Construction of the road" Syktyvkar - Ukhta - Pechora - Usinsk, - Naryan-Mar with entrances to the city of Vorkuta and Salekhard (Highway Agency of the Republic of Komi);

"Construction of the airport in Syktyvkar (m Sokolovka), completing the launch complex first stage of construction" (FGU "Direction of airport complexes");

"Development of permocarbon reservoir in Usinsk oil field" (OOO "LUKOIL-Komi");

"Development of Kyrtael Oil Field" (OOO "LUKOIL-Komi");

Foreign investment 

The foreign capital accumulated in Komi by the end of 2009 года was USD 1567.3 mln. млн. долларов США. In 2009 году USD 904.0 mln was invested in the republic’s economy.

The 2009 direct foreign investment was made chiefly for manufacturing companies. The total direct investment in the specified sector was USD 167.0 mln or 78.4% of the total direct investment.

The main investor countries in 2009 were Germany (26,7% of all investments) and Austria (26,1%).

 

Credit ratings

The Republic of Komi has a high level of investment attractiveness as reaffirmed by the relatively high ratings of the leading international and domestic agencies.The Republic of Komi cooperates with the leading international and domestic rating agencies, such as Moody's Investors Service, Fitch Ratings, Expert RA and AK & M.

Innovation 

The Republic of Komi, in virtue of natural-natural and historical reasons, mostly, uses innovation derived from abroad. The main consumers of high technology products are the major organizations of the Republic of Komi.

Research and development is conducted at 23 large or medium-sized academic institutions of the republic, of which 13 are research institutes. There are about 2 thousand people working in the field of science and scientific services, including 1,400 researchers. In addition, in 2009 there were 60 small enterprises (6 small enterprises, 48 and 6 micro-entrepreneurs) with the basic activity in research and development.

The academic research in the Republic of Komi is made by Komi Science Center, UB RAS, a multidisciplinary research complex, which includes six institutes: for biology, geology, language, literature and history, physiology, chemistry, social and economic problems of the North; Vylgort scientific and experimental biological station.

Among the sectors of scientific activity, the most important being the public and entrepreneurial sectors. In 2009 they accounted for 42% and 57% of costs for research and development. The share of the higher educational sector in the implementation of research and development amounted to less than 2%.
The structure of internal current expenditures on research and development in the republic was 45% for basic research, 40% - for development and 13% - for applied research. Technological innovations have been concentrated mainly in the production and distribution of electricity, gas and water, in the fuel and energy, and forestry as well as in food production.

 

Securities market

In early 2010 the Republic of Komi registered 165 public shareholders, societies and 272 private limited companies. In 2009 the joint-stock companies in Komi raised capital by issuing shares worth of RUR 1,340.9 mln, including RUR 621.2 mln from additional issues.

 

The bond loans of the Republic of Komi

The Republic has issued the following bond loans:

- 2003 bond issue of the Republic of Komi worth of RUR 700 million aimed to cover the deficit of the budget of the Republic of Komi. The maturity of the loan is 7 years and the maturity date is October 14, 2010. The bonds provided for semi-annual coupon payment;

- 2004 bond issue of the Republic of Komi worth of RUR 1 bln aimed to cover the budget deficit of the Republic of Komi. The bonds of the loan have been fully deployed among investors. The maturity of the loan is 9 years and the maturity date is 22 November 2013. The debt amortization amounting to 50% of the original face value is provided for on 23 November 2012 and on November 22, 2013. The bonds provided for semi-annual coupon payment;

- 2005 bond issue of the Republic of Komi worth of RUR 1 bln aimed to cover the budget deficit of the Republic of Komi. The bonds of the loan have been fully deployed among investors. The maturity of the loan is 10 years of age and the maturity date is on December 3, 2015.The debt amortization amounting to 50% of the original face value is provided for on 3 September 2014 and on December 3, 2015. The bonds provided for semi-annual coupon payment.

- облигационный заем Республики Коми 2005 года на сумму 1 млрд. рублей, средства направлены на покрытие дефицита республиканского бюджета Республики Коми. Облигации займа полностью размещены среди инвесторов. Срок обращения займа – 10 лет, дата погашения облигаций – 3 декабря 2015 года, предусмотрена амортизация долга в размере 50% от первоначальной номинальной стоимости 3 сентября 2014 года и 3 декабря 2015 года. По облигациям предусмотрена выплата полугодовых купонов.

 

Banking sector

As of 1 January 2010 the banking sector in the Republic of Komi is represented by: three independent credit institutions with 7 branches, 27 branches of banks from other regions (including 7 branches of RF Sberbank), 132 additional 17 operating, 11 credit-cash offices ; 87 insurers operating outside the cash unit and 1 representation office.

As of 1 January 2010, the volume of resources available to credit institutions of the Republic of Komi was RUR 68.6 bln. The republic’s independent banks have accumulated 19.2% of all resources, the share of the Komi offices of Sberbank of Russia was 59.6% and the branches of banks from other regions had the share of 21.2% of the resources of the Komi banking sector.

The bulk of the resource base is formed by deposits and balances on the accounts of legal entities, and their share in total resources of the banking sector as of January 1, 2010 amounted to 61.3% and 13.3%, respectively.

The public funding attracted as deposits on accounts in regional credit institutions in 2009 reached RUR 42.1 bln (excluding funds on the accounts of individual entrepreneurs). In 2009, the Komi credit institutions granted RUR 35.2 bln of the borrowed resources for economic entities and RUR 8.4 bln for the people. The Lending institutions have stepped up issuance of loans to financial bodies and the administrations of cities and regions have significantly increased the volume of interbank lending.

 

Small and medium business 

The number of small or medium-sized businesses at the end of 2009 reached 14,300 and 70% of legal entities were registered in the republic. 23,700 people are engaged in individual entrepreneurial activity.
The turnover of small and medium businesses with an average number of staff of over 15 people is over 12% turnover of the Komi companies. The average volume of investment per single medium or small business in 2009 amounted to RUR 930,000. The share of small businesses in the retail trade turnover in the Republic in 2009 amounted to 80.8%, and in the paid services – 35.9%. Almost 90% of household services for the locals is offered by small businesses.
